Egypt, World Food Programme Agree Joint Roadmap to Modernize Market Monitoring Through 2027

Egypt’s Ministry of Supply and Internal Trade has signed a joint action plan with the World Food Programme to build a comprehensive market efficiency index, shifting state oversight of commodity markets from basic price-watching to data-driven analysis.

The agreement, which runs through July 2027, was reached during talks between Supply Minister Sherif Farouk and WFP Country Director in Egypt Rawad Halabi, aimed at converting existing areas of cooperation into concrete, executable programs supporting food security and nutrition.

Farouk said the ministry is overhauling its monitoring tools to draw on more accurate, integrated data covering price trends, commodity availability, and regional disparities — giving the government a faster, more precise way to respond when imbalances emerge.

Beyond tracking prices, the planned index will also measure how easily citizens can access goods, quality standards, and price gaps between regions, giving officials a fuller picture of market conditions and helping them spot early warning signs of disruption.

As part of the same push, the two sides discussed building an integrated complaints system that would follow citizen complaints from submission through resolution, using the resulting data to flag recurring problems and improve services for subsidy recipients.

On the food security front, the plan includes specialized training on data analysis in partnership with the Central Agency for Public Mobilization and Statistics, covering methods for calculating the cost of a healthy diet relative to household income — metrics the ministry says will help it assess how effectively Egypt’s subsidy system meets nutritional needs and sharpen targeting toward the most vulnerable groups.

Officials also discussed expanding cooperation with other Global South countries to exchange expertise, alongside closer coordination with the food and nutrition systems committee led by the Ministry of Health and Population.

Farouk described the WFP partnership as an effort to build lasting institutional capacity by transferring knowledge and localizing modern tools within Egyptian teams.

The meeting included senior officials from both sides, among them WFP Deputy Country Director Rossella Fanelli and the agency’s heads of programs, nutrition and data analysis units.
